Top Mayoral candidates

Several candidates have filed to run for Portland’s next mayor. We list candidates alphabetically by first name and only those who qualified for the Small Donor Elections program because they will be the most competitive.

Carmen Rubio

Carmen Rubio is the first Latina Portland City Commissioner. She has extensive executive experience as the former leader of Latino Network, a community-based organization helping families and children. She has been a collaborative leader on City Council, leading on smart investments to prepare for climate change, improve government efficiency, and create more affordable housing and solutions to homelessness. Carmen says she is running to ensure the city of Portland has safe neighborhoods, a revitalized downtown, and vibrant small businesses. Learn more about Carmen. 

Keith Wilson

Keith Wilson is the son of a truck driver, born and raised in North Portland. He is an experienced regional business leader. As chief executive of his family freight company, he grew the company six times over while eliminating fossil fuel use. He is the founder of a nonprofit that aims to end unsheltered homelessness. One of his top priorities is to immediately eliminate unsheltered homelessness, increase community safety, and support small businesses. Learn more about Keith.

Liv (Viva) Østhus

Liv Østhus is a longtime Portlander and artist who says she is running for mayor to help restore Portland's small business and artistic roots, strengthen families, and protect our environment, trees, and water to be ready for climate emergencies. She has said she wants to revitalize downtown by supporting the arts and small businesses. Learn more about Liv.


Mingus Mapps

Mingus Mapps serves on the Portland City Council and is the fourth African-American commissioner. On Council, he helped reduce 911 wait times and improve transportation. He comes from a working-class family with a public service background and a PhD in political science from Cornell University. He has said one of his priorities as mayor would be to improve community safety through strategies like sustaining Portland Street Response and expanding mental health and addiction services.
